Untraceable and unregistered. Attackers are disappearing in to thin air due to loopholes in the sex offenders registry. A system whereby law enforcement and victims are unable to trace convicted sex offenders. An internal report done by The U.S. Department of Defense conducted an internal report and concerns were raised over military sex offenders. Numerous sex offenders leave federal prison and fail to report to register with authorities.

Theresa Zephirin from the Victim’s Service Centre commented that survivors need to be protected and need to feel safe. Problems arise when military individuals leave federal custody. The civilian judicial system requires offenders to register prior to leaving prison. However the federal system’s requirement is registration post release. An injustice and a loophole that needs to be closed.

An example is that of Seaman Colby Bailey sentenced to a year and a half in Clearwater for sexual assault. A picture of Bailey does not show on any sex offenders database by reason of conviction within a court martial.

On release in 2016 it will be down to Bailey to register. The federal government is ignorant over the the number of military sex offenders have fallen through the cracks. Current legislation in congress is attempting to fix the problem. However the bill remains in committee and is yet to reach the floor for a vote.
